[CHANNELMGR-649] Implement Locking mechanism for Channel settings in new channel manager - Issues

Things needs to be done:

Show channel settings properties in Read-only state if it has been edited & not yet published by another user.
Show a message on Top of the sub-page indicating that who has locked the channel settings.

Above changes require back-end changes as well.
