Refactor two services to not be singletons anymore

The channel manager has a static DocumentTypesService and the Selections plugin has a similar ValueListService. They are built to have only one instance. This is not necessary and can be refactored to a regular interface with a implementation class. The repositoy modules  that use these services can instantiate an implementation themselves and make sure that there is ever only one used.
