Enable frontend-build caching by default for developer-oriented NPM commands

The frontend-build can speed-up the build by using caching (this mainly affects the bootstrapping of a frontend-build process). Production builds should never use caching as that can lead to unexpected side-effects, but it is probably a good idea to enable it by default for the developer-oriented npm commands.
