Current template not displayed in Page properties dialog and misuse of switch control

In the Page properties dialog, there's a switch control to 'Assign a new template' (the currently selected template is not displayed). 
On flipping the switch to On, a drop-down list with templates appears (without a pre- selection!) so that the user can select a template.

Why not display this drop-down right away, showing the currently selected template?
(And remove the switch)
