'skinny' profile still fetches NPM dependencies

The 'skinny' profile in the frontend-ng module is supposed to provide the fastest rebuild possible. Yet when using it, "npm ci" is still executed, which downloads all NPM dependencies again. That should not happen.

We should either fix the 'skinny' profile, or remove it. I asked on Slack for users and did not get any response so far.
