Make sure the channel mgr doesn't break the CMS in case HST is skipped

    Description

      If case the HST is skipped, org.onehippo.cms7.channelmanager.HstUtil#getHostGroup throws an IllegalStateException, which is fine but invokers need to catch this IllegalStateException if needed
