View menu not visible for bootstrapped project document

A document for project Q is bootstrapped In hap-enterprise. It is in the content folder, so in the channel manager it is visible when clicking on the content menu link. However, the view menu in the content editor for that document is absent

Reproduction (hap-enterprise):

• Open the path=/content/documents/hap/content/sample-branch-document in the content editor

Expect: View menu shows 3 channels
Actual: View menu is absent
