Change 'continue' button in first step of create-content flow

Acceptance Criteria

1) The button on the first step of the create-content flow doesn't read 'Continue' anymore but instead reads 'Create'

Reason for change: people were reluctant to click the continue button as they weren't sure what would happen on clicking it; they didn't understand they were in the create-content flow
