Don't show disabled menu options to authors which they can never activate

With a Channel open in the Channels perspective a user with author rights sees menu entries in the Channel menu that are disabled. For example the Publish, Manage changes and Delete options. For an author these options will never be enabled so they should be hidden in that case.
