Visual Editing Panel can not be resized to half the page width

Reproduction path:

• open Visual Editing
• open Chrome Dev tools
• drag the VE Panel and see it can be dragged up to half the available space
• Maximize the VE Panel using the 'maximize' button
• Restore VE Panel width by clicking the 'restore width' button 
• close Chrome Dev tools
• Try to drag the VE panel to take up half the available space

Result: The VE panel can not be resized to more than half the available space when the Dev tools were open, after the dev tools have been closed.

Expectation: The VE Panel should be resizable after the window with has changed.
