Toolbar icon buttons for content and component overlay look as if they are active for project in review

For projects in review, both icons are displayed in black (as they should: neither overlay is displayed) but their opacity is 87%- they look as if they are active but the are not: the user can't display either overlay.

Opacity of both overlay icon buttons must be 38%
