Remember status of left side panel

Keep track if the left panel is open or closed. Current situation: if you open the left panel, then use the "View" option from the content perspective (or refresh the browser) the left panel is closed. The state of it (open/closed, and which tab was open) is not stored

Preferred situation: size, what tab is selected and whether the left side panel is opened or closed are stored in local storage, so available when the user logs out and back in again.

So in summary the following is stored:

• Size
• Open or closed
• Selected tab
