Remove unnecessary calls to OverlayService.sync()

The calls by other services to OverlayService.sync() (e.g. by the SidePanelService and viewport toggle) can be removed. They were needed when the overlay was located outside the iframe, but now the overlay is rendered inside the iframe the overlay is automatically synced whenever the iframe resizes.
