Disable "create document" and "select document" when container locked by someone else

If another user has made (unpublished/unsubmitted) changes to a component, the container and all the components are locked: other users can't edit them. 

Authors can still edit documents that are used by the components, but because the component's parameters can't be changed the content buttons that would do that ('select document' and 'create document' in most cases) must be disabled.
Each disabled button's tool tip changes to:
Can't create document (component is locked)
Can't select document (component is locked)

Note: buttons that do not change the component parameter remain active if the container + components are locked
