Remember content & component overlay selection

Acceptance Criteria

1. Content vs Component overlay selection is remembered when a user:

a) logs out then back in again
b) if they refresh the page
c) close the channel manager and reopen it

For example- if they had the content icon in a select state, and the component icon in a deselect state when they logged out, then these states are remembered when they log back in again
