Inconsistent behaviour for CC dial buttons

The dial button for manage-content has inconsistent behaviour regarding 'edit' and 'create':

• if the main action is "edit" the icon will never change and the user can start editing by clicking the main icon
• if the main action is "create" the icon can change into an X (if there are more actions available) and the main action (create) will move into the dial menu

To make it more consistent and user-friendly, the second case (where the "create" icon changes into an "X") should be changed so that it behaves just as the first case; no "X", the user can simply click on the original icon and the "+" should not appear in the dropdown.
