Drop down buttons of CC dial buttons should be invisible for documents in locked containers.

Scenario:

1. Add banner to some container.
2. Login with another user and go to page with added banner.
3. Toggle on components toggle button to see containers.
4. Hover CC dial button.

Problem: Both "magnifier glass" and "plus" buttons are visible and allow to proceed with create content functionality.

Expected:

• If a component is locked, the 'magnifier glass' button should never be shown, i.e. component parameters cannot be changed on locked components.
• If a component is locked, the 'plus' button should not be shown when a componentParameter attribute is present
