CKEditor shared toolbar implementation

Heavily relies on -CMS-10541-. Upgrading the CKEditor might fix some of the issues, or cause new issues.

• Research for scrolling to same position after sliding toolbar.
• Bottom toolbar should be merged into top toolbar, so they look as one.
• Source code should appear in dialog (unless we go for replacement and not inline mode).
• Find a solution for indication of text field. Ideally the rich text field will look just like a regular text area.
• Investigate Styles dropdown not working.
• Experiment CKEDITOR.replace and CKEDITOR.inline and determine which method is better for this implementation.
• Add autogrow plugin.
