Use utility class to manage Json Resource

org.onehippo.cms.channelmanager.content.ContentServiceModule and a enterprise addon both use the same functionality: initialization, configuration and shutdown of a service that adds a json rest resource. This means a huge part is duplicated.

As tjeger mentioned both project can use code in the repository.
