Remove the 400 error page

nvankampenhout noted swesten's remark that Tomcat will not delegate 400 errors to the web application, and that therefore, the 400 error page included in the archetype will never be triggered. If that is correct, we should remove this part of the archetype (Tomcat being the only webapp container we support).
