Improve naming of repository-data submodules

    Description

      The current naming of the archetype's repository-data submodules (config and content) is confusing and inappropriate. Working with HCM for a while now, we discussed and concluded that we better name these application and development respectively.

      Implement this in the CMS 12 GA archetype.
