Update default value of repo-bootstrap flag for cargo.run profile

As described in RD-3898, we want to adjust the default bootstrap behaviour, controlled through repo.bootstrap. In the archetype, remove the global property, and indicate in the cargo.run profile how you could override the default (coming from the project POM) for a Hippo project.
