ErrorPage403 contains references to non existing CSS and JS from /login/hst

In ErrorPage403 there are references to:
<link rel="stylesheet" media="screen" type="text/css" href="<hst:link path='/login/hst/security/skin/css/help-overlay.css'/>" />
<script src="<hst:link path='/login/hst/security/skin/js/jquery-1.4.2.min.js' />" type="text/javascript"></script>
<script src="<hst:link path='/login/hst/security/skin/js/jquery.tools.min.js' />" type="text/javascript"></script>
<script src="<hst:link path='/login/hst/security/skin/js/help-overlay.js' />" type="text/javascript"></script>

After running the archetype these resources all return a 404. Should they be removed?
If they are necessary, please move the scripts to the bottom of the HTML page
