Restore "Freemarker templates in web files should support auto-completion of tags" (ARCHE-446)

The improvement from ARCHE-446, adding a provided dependency on hst-client-dependencies (pom) for the bootstrap webfiles modules, was accidentally undone/overwritten with ARCHE-457 (3.1.0).

In practice this isn't much of a problem as Essentials will automatically add this dependency (again) when missing.

However the override done by ARCHE-457 instead adds a dependency on the project site war module, which is meaningless.  

This issue restores the intended improvement.
