Archetype bootstrap content relies on faulty import behaviour

In REPO-289 it is noted that the import behaviour for content roots that already exist is iffy. In particular the behaviour as it is prevents same name siblings to be created if the content root already exists. Instead the content root is merged. The archetype relies on this behaviour for bootstrapping hst default configuration. We need to change these files to use delta xml.
