Version history cleanup should be accessible from the console

    Description

      In 2.16.xx the version history cleanup is triggered from the repository servlet. Due to REPO-332 functionalilty was removed from subsequent branches. Once that issue is fixed we should add a the the version history cleanup feature to the console instead of triggering it from the repository servlet.
