Forward ports of version history cleanup broken

    Description

      A version history cleanup tool was created for 2.16.xx branch, which is confirmed to work for that branch. However while testing the forward ports to 2.18.xx, 2.20.xx, 2.22.xx and 2.23.xx it was discovered that it doesn't work for those versions.
