Interpret empty list of folder types as a no-prototypes-available folder

When the hippostd:foldertype property has an empty value list, interpret this as meaning that no prototypes should be made available.

An absence of the property currently has the same interpretation, meaning 'show all available prototypes'. This improvement will create a semantic difference between the two cases.
