Extend uri encoding and encode special uppercase characters (e.g. Í and É)

When creating a folder with the name 'États-Unis' from the CMS, the URL name is 'tats-unis' instead of 'etats-unis'.

Some special characters are not encoded to their base characters. The provided patch handles some extra commonly used characters.
