Ignore change from backwards-compatible hippo 2.0.2 namespace

ConfigurationConfigService.applyNamespaces() refuses to bootstrap a namespace that has a URI change, even if the namespace change is backwards-compatible. This causes difficulty for users that have upgraded from older repositories that were originally bootstrapped on Hippo 7.7 or earlier. It should be possible to attempt this upgrade and only fail to startup if the change is not backwards compatible, and therefore refused by Jackrabbit.

We should ignore this change and allow startup to continue normally. (See comment below for explanation.)
