querystring prevents suffixeclusions in virtual host configuration from working

The tag <hst:link path="/scripts/toggler.js"/> adds the query string to the path, resulting in 404's when there is a query string
this happens for both public query string parameters and component query string parameters
This is new behavior and stops previously working paginating from working correctly.
