Add HST container managed resource URL

Currently, web resource urls for binary image or static files are generated as render url.
This kind of url should be generated as resource url, which can be managed by the HST container portlet, not by each HstComponent.
Therefore, HST should provide two kinds of resource url: one is resource url managed by a hst component, and the other is resource url managed by hst container portlet.
