Minimize shared libraries in jetty or tomcat deployment

Most website developers feel inconvenient with the shared library deployment of hst-api and hst-commons.
See the following emails:

"I am not sure why some of these files needs to be deployed into tomcat
shared directory (I am deploying to tomcat with hst-api.jar within my war
and it works like a charm."

So, I think this kind of deployment should be restricted to jetspeed profile.
