Align RootResource's setVariant call to not require form parameters

    Description

      So far, the RootResource's setvariant is the only "REST" resource which accepts form parameters. Rather than starting to make the front-end more complex to support this, adjust the setvariant resource to accept a "normal" POST from the front-end.
