Support for HST Link generation fallback for component handpicked documents

Currently, HST link rewriting supports that a document picked via an hst component is also taken into account for linkrewriting. However, there is no precedence between sitemap linked documents and component linked documents. The component linked documents should however be the fallback solution, aka, only used when for a document no link via the sitemap can be created
