    Description

      The repository can have documents which are more like language-key-value pairs. For example the selection plugin and properties plugin (they are almost the same, and should be merged into one single one when integrated in the cms)

      The HST can have a separate spring component manager that can fetch all documents of a specific type (selection, properties, taxonomy, etc) and build something similar to ResourceBundles which are in turn usable by a new hst tag: The hst:message, similar to fmt:message.

      The spring component manager also should handle invalidation and changes.

      The resource bundles should be available in a REST environment as well
