Backport fixes for pane grid from 7.10

Issue is done when:
Fixes that were done for the pane grid in 7.10 are applied to the 7.9 (1.01.xx) branch of Hippo Theme.
These fixes include bringing down the generated grid css lines from ~8000 to ~1500
