Properties plugin has failure on property retreival

When no locale is specified, the CachingPropertiesManagerImpl gets a null value for Locale. wich is normal behavior.
However, since version 2.07.04 there is a bit of refactoring, that does not check if this is null, where it does ask for a "toString" on it (line 54).
This causes our site o fail using this plugin.
