[Selections] Replace Value List Document Type by Resource Bundle in the process of loading the values of field plugins in selections plugin.

In the current implementation, value list document type is used to fill data into field types in selections plugin such as Boolean Radio Group, DynamicDropdown fields. Instead of value list document type, resource bundles can be used to load the data.
