Channel manager: Edit mode: Tool bar - The tool bar disappears when "Edit content on this page" is clicked

1. Log-in to CMS
2. Navigate to channel manager
3. Select any channel >> click on open channel >> Click Edit on tool bar
4. Now you should see template composer plus the tool bar with "save & close" and settings options
5. Now click on "Edit content on this page"
6. Than click on black screen to return to normal mode

Actual - Tool bar with disappears (refer screenshot)
Expected - Tool bar should be there always in edit mode

Note: This happens due to "Edit content on this page" functionality which is duplicate functionality already available in Edit mode (refer GOGREEN-734)
