Personalization - Reseller group members are allowed to add a document but not able to do any workflow actions

1. Login to CMS as reseller user
2. Navigate to Documents
3. Access any folder context menu and click on file

Actual - User is allowed to add the file, but work-flow options are missing (refer attachment)
Expected - One of the below
a) Reseller group members should have only restricted read access
b) Reseller group member should be able to add documents along with work-flow options
