Unable to use special chars or Cyrillic chars in "Name" field of Channel properties

1. login to cms
2. Navigate to channel manager
3. Click on "Add channel" button
4. Select Website and click next
5. In name type "Hippo Go Green ĂŐШ"
6. Write correct URL name and click on "Create channel" button

Actual behavior - Below error is thrown "Error while creating the Channel undefined" (refer attachment)
Expected - User should be allowed to use UTF-8 chars.
