Show a static text instead of 404 error when going to /site if no site is available

When going to the /site webapp without having a site created with Essentials a 404 page is shown. It's better to have a static placeholder text when no site is available. In the bug-triage meeting suggestion was done to use the web.xml welcome-file list.
