Text inside Punctuation mark(' ') is not rendered properly on windows operating system

Reproduction steps:--
Prerequisite:--Essentials project should be build & created for the first time.

1.Go to essentials url "http://localhost:8080/essentials/"
2.Go to Library tab.
3.Check the Banners plugin text. Below special characters are shown
‘Banner’

Same is for Blog plugin,Events plugin,FAQ plugin,News plugin,Videos Plugin

Actual result:--Text inside Punctuation mark(' ') is not rendered properly on windows operating system
Expected result:-->Text inside Punctuation mark(' ') should be rendered properly on windows operating system.

Note:-->On ubuntu operating system there punctuation marks are rendered properly.
