When adding a user to the admin group the system user members are not preserved

Steps to reproduce:

• Create a system user
• Add the system user to the admin group
• In the cms create a second user
• Add the user to the admin group

Expected: system user is still member of the admin group
Result: system user is no longer member of admin group
