Patch for external link dialog (xinha editor) to disable "open in a new window" with configuration

What the summary says;

Add a boolean property in "/hippo:namespaces/hippostd/html/editor:templates/default/root" named "disableOpenInANewWindow" (true) to disable "open in a new window" functionality.

Required by a lot of site who have to be webrichtlijnen compliant.
