Translations - Language options should have dots.

Language options misses "DOTS" in the translation drop down (refer attachment)

Note - DOTS should appear only when the "translate dialog box" is expected which happens when the document is not available in that language.
In the attachment, both Dutch and French should have dots because the document is not translated.
