[Backport to 7.9] Show new-folder icon for custom workflow actions that add a folder

    Description

      Currently the default fallback icon for categories that don't specify an override icon (by placing the related .svg/.png file in src/main/resources) is a document icon. By convention the categories (found at /hippo:configuration/hippo:queries/hippo:templates) use a name like new-event-folder so we will use this convention to differ between a new-folder and a new-document icon.
