Enable HDC Reporting in CMS application

    Description

      As of HSTTWO-3392, CMS application code (plugin or core engine) can take advantage of HDC API for application performance diagnostics.
      However, there's no HDC initialization and finalizing to log the report with configurations such as threshold or depth level settings yet like HST-2 provides.
      It would be great if there are some configurations to enable HDC reporting in log files.
      Maybe somewhere in /hippo:frontend/, similar configuration should be added and reporting option should be taken somewhere (maybe in custom RequestCycle?)..
      Then application code can use HDC API to see monitoring results.
