[browse-perspective] IE: clicking an SVG icon link does not always work

When clicking the context-menu icon in the tree when there is text beneath it, or the close icon in the document tabs, it simply delegates the click to the element beneath it. This is a known issue in IE10 (not sure about IE11) and can be fixed by adding an empty.gif background image.
